Texas in-state tuition policy

Texas, a state of U.S, has a law that accepting lower tuition fee from the state university students who lived more than three years in Texas before they enter to university. I am total supporter of this law. This law might look discriminating other students from other states. However, students from other states should not think that they are discriminated because amount that they are paying to the Texas university is about the same amount as what they should have paid to the university in their own states. What I want to say is that the standard tuition of Texas university is same as the tuition of university of other states. However, Texas government is spending more money to give more chance of learning to the students of their own state. Therefore, the situation is the students of Texas are taking advantage, not students of other states are taking damage. It might seems that Texas is the selfish state. However, no one can blame Texas, because Texas has no reason to take care of students from other states and has not enough money to take care of them. Students from other states did not do nothing for the Texas. They did not pay tax for Texas, and they did not do what Texans should do for Texas government. If they want lower tuition, they should blame their own states that are not spending enough money for the students.
