Modern Robin Hood

In Texas, there is a special policy about schools. The vast area of Texas is separated in several independent school districts. Every school districts has different amount of properties because amount of tax that people of the each district are paying is all different. Children of the people who pay less tax than other people will go to the school with less money, and children of the people who pay more tax than other people will go to the school with more money. It seems pretty fair. However, in Texas, it is different. Texas government tries to distribute the properties of every school districts equally, even thought the amount of tax gathered is different. I think that the people have right to go to the school that is appropriate with the amount of tax that they are paying.
But, still just leaving poor districts poor is also not a good solution either. Many children that have talents might not even have an opportunity to use their talents. To prevent those tragedy, government should help poor districts to have at least minimum budgets to teach students. Some districts might have more than they need. Government should investigate and figure out the amount of budgets that each district needs. Government should divide those properties cleverly to help poor district. However, then people of rich districts might complain. They should know and be convinced that this decision is the decision for the whole state and state's development is also not a bad thing to them.
